Culture Convenience Club Co., Ltd. (President and CEO: Masuda Muneaki, hereinafter referred to as CCC) and Library Distribution Center Co., Ltd. (President and CEO: Watanabe Taro, hereinafter referred to as TRC) are pleased to announce that the "CCC/TRC Joint Venture," represented by CCC, has been selected through a public proposal process as the "private partner business operator" to provide advice from the perspective of the future designated manager for the basic design of a new library to be constructed by Komaki City, Aichi Prefecture (Mayor: Yamashita Fumiaki).
Going forward, the CCC/TRC Joint Venture will enter into an advisory services contract with Komaki City and, as a partner private business, will propose the functions and space of the new library.

In addition to creating and selling the bibliographic information database TRC MARC (used by 80% of public libraries nationwide), we provide a comprehensive range of library support services, including providing selected materials, delivering equipped books, and undertaking library management contracts.
In the public library field, the company became the first in Japan to outsource in-library operations in 1996, and currently has a track record of operating 416 libraries across the country (220 of which it is the designated manager of) (it is currently the outsourced operator of Komaki City Library).
We are also undertaking outsourced management of school libraries, and are proposing collaboration with public libraries, such as the establishment of school library support centers.
3. Reasons for selecting Komaki City
The CCC/TRC Joint Venture and one other party expressed interest in participating, and the review was conducted based on factors such as track record in other local governments, understanding of the work, appropriateness, feasibility, originality, and economic viability of the proposals.
In the first round of screening, there were no particular issues with either of the two parties that had expressed interest in participating, such as their track record in other local governments or their management situation, and so they were selected to attend the second round of screening.
In the second round of judging, the CCC/TRC joint venture was selected as the winner for its specific and attractive proposal that matched the basic concept of the construction.
4. Selection process
Recruitment starts on July 1st
July 24th: Deadline for submission of participation forms, etc.
August 8th: First round of selection
August 18th: Second round of judging
August 26th: Announcement of partner private businesses
5. Summary of the proposal by the CCC/TRC Joint Venture
(1) Proposals to improve convenience and increase the number of users
・Open 365 days a year, with opening hours extended from 9:00 AM to 9:00 PM (or 10:00 PM)
・The children's space in the new library will be filled with books for children, complementing the picture book library in Lapio.
(2) Proposing new added value suitable for libraries that meet the needs of the times
・Introducing BOOK & CAFE as an independent project, functioning as a place for communication among citizens, and realizing the provision of a lively "place"
・Introduction of "lifestyle classification" to stimulate users' desire for self-actualization
・Spatial design that effectively utilizes bookcase arrangements and lighting effects
・A learning space that incorporates the concept of a learning commons into its interior design.
(3) Proposals to create a lively atmosphere around Komaki Station
- Ensuring convenient access and visibility from Komaki Station to the library
・Hardware and software planning to encourage mutual traffic between Rapio and library users
(4) Interior space design based on "human scale"
・We place importance on the sensory perception of space that makes people feel "comfortable," and instead of simply arranging bookshelves and installing lighting, we create spaces that users feel "comfortable" and "pleasant," and that give them a sense of genuine calm and relaxation.
