Culture Convenience Club Co., Ltd. (President and CEO: Masuda Muneaki, hereinafter referred to as CCC) has agreed to collaborate with Takahashi City, Okayama Prefecture (Mayor: Kondo Takanori) to realize the development of the "Bicchu Takahashi Station Complex," and today issued the following joint statement.
Outline of the collaboration agreement
1) A library project that will be the seventh in the country
・Space design and service development
・Work related to the relocation of the current library
2) Improving station waiting areas
- Planning and introducing privately operated services
・Consideration of planning and operating methods for public services such as tourist information and tourist products
Basic Agreement (Summary)
In the face of an increasingly aging society with a declining birthrate, Takahashi City in Okayama Prefecture is working to prevent population decline and migration to urban areas, to achieve sustainable development and clarify core functions as a forward-looking city, and to promote the creation of a more livable city.In fiscal 2013, the city formulated the Takahashi City Grand Urban Design and is working to develop and reorganize urban space. As part of this, it was decided to build a complex in front of the station that would combine a bus terminal, city library, tourist information and souvenir shops, and private commercial facilities, as a core facility necessary for urban development and to realize a richer lifestyle.
CCC operates a completely new lifestyle-proposing bookstore, exemplified by Daikanyama T-Site, where customers can freely browse a wide selection of highly innovative books and magazines in a comfortable space in a spacious cafe, something not possible in traditional bookstores. Furthermore, the designated management and operation of the Takeo City Library and Historical Museum combines a private facility with a public facility, providing a completely new public service that goes beyond the conventional concept of public facilities.
In considering the plans for the "Takahashi City Grand Design," Takahashi City firmly believed that utilizing CCC's concept planning capabilities, know-how, and management capabilities would lead to the success of the "Takahashi City Urban Grand Design" that Takahashi City is aiming for. Furthermore, CCC also intends to utilize its own planning capabilities and know-how to contribute to the urban development of Takahashi City, which is why they reached this agreement.
Regarding the library that Takahashi City is planning to relocate, we have agreed to be involved from the planning stage onwards, from work related to spatial design to work related to service development for the new library, as well as work related to the relocation of the current library.
For station waiting areas, we will consider planning and introducing cafes, bookstores, and other privately run services, as well as considering how to plan and operate public services such as tourist information and tourist products.
Going forward, we will work to create a "new space" taking into account the opinions of Takahashi City, its citizens, and other stakeholders, with a view to opening in December 2016.
