Takahashi City (Takahashi City, Okayama Prefecture; Mayor: Takanori Kondo; hereinafter referred to as "Takahashi City"), Keio University SFC Research Institute (Fujisawa City, Kanagawa Prefecture; Director: Yoshinori Iimori; hereinafter referred to as "SFC Research Institute"), and Culture Convenience Club Co., Ltd. (Head office: Shibuya-ku, Tokyo; President and COO: Yoshinori Takahashi; hereinafter referred to as "CCC") signed a memorandum of understanding on April 1st to promote collaboration in the development of "social impact assessment of public facilities," with the aim of implementing and verifying methods for evaluating the impact that public facilities have on society. The signing ceremony was held on Friday, April 28th.
Based on the methods developed by the SFC Research Institute Public Facility "Social Impact Assessment" Consortium, this memorandum aims to promote collaboration among diverse entities through close collaboration between industry, government, and academia, thereby contributing to improving the impact created by Takahashi City's public facility (Takahashi City Library) and contributing to the creation of a vibrant local community. It also aims to gain knowledge about creating systems that can be deployed in various regions of Japan, thereby contributing to the creation of a richer future society.
■About the Public Facility "Social Impact Evaluation" Consortium
The SFC Research Institute's Public Facilities "Social Impact Assessment" Consortium is a consortium working to develop a framework for assessing the social impact (social value, economic value, cultural value) of "everyday public facilities" (libraries, community centers, etc.), and to build management systems and contract models based on that framework.
"Everyday public facilities" play the roles of "social spaces" that create local culture and creativity, "shared spaces (commons)" that create wealth for everyone, and "co-creation spaces" that foster connections and relationships between people. There is a trend in which the nature and wealth of local communities change depending on how they are "created."We will make it possible to evaluate the "impact on society" and demonstrate the value of "public facilities for everyday use," while also engaging in research, information dissemination, and outreach activities to co-create and collaborate to realize a rich local community.
■Promotion of development collaboration through a three-way collaboration between Takahashi City, SFC Research Institute, and CCC
Based on the methodology developed by the Public Facility "Social Impact Assessment" Consortium, we will work together to develop and implement a system to visualize, index, and measure the "social impact (wealth, happiness, value, community strength, etc.)" that Takahashi City's public facility (Takahashi City Library) has created to date.
This will enable us to maximize the "social impact" that Takahashi City's public facilities have created, and we aim to utilize this data to improve the operation of public facilities and for decision-making on resource allocation. We will continue to improve the quality of municipal services and further promote urban development that leads to the well-being of not only facility users but all local residents.
