- Launch of joint research aimed at revitalizing local economies based on consumer needs -

(Head Office: Morioka City, Iwate Prefecture; President and CEO: Tanimura Kunihisa), Morioka Machizukuri Co., Ltd. (Head Office: Morioka City, Iwate Prefecture; President and CEO: Saito Masahiro), and CCCMK Holdings Co., Ltd. (Head Office: Shibuya Ward, Tokyo; President and CEO: Takahashi Yoshinori) are pleased to announce that they have signed a "Collaboration Agreement on Industrial Promotion in Morioka City" and will begin joint research aimed at revitalizing the local economy based on consumer needs.
Morioka City has developed as the capital of Iwate Prefecture, building on a history of over 400 years as the castle town of the Nanbu Morioka Domain and the traditions passed down from its ancestors. The city's industry is characterized by a high proportion of tertiary industries, and its commercial and service industries have inherited the traditions of the Omi merchants. Based in the city center, commercial activities have long been closely tied to the local community, and there are many unique restaurants and general stores. Recently, Morioka was ranked second after London in the New York Times' list of "52 places to visit in 2023," drawing renewed attention from around the world to the diverse values and charms that Morioka possesses, including its rich nature, history, and culture.
Since 2021, Morioka City has been using MORIO Pay, an electronic money payment service unique to the Morioka region, to promote circulation and revitalize the local economy in the post-COVID era. The four parties will now begin joint research to evolve and promote "MORIO Pay" as a citizen app that is rooted in everyday life, rather than remaining just a means of payment.
Specifically, based on Morioka Value City's MORIO Pay usage data and Morioka City Planning's pedestrian flow data, the CCC Marketing Research Institute (Director: Niihashi Minoru) will utilize its consumer insight comprehension and data analysis capabilities to conduct research into new ways to utilize MORIO Pay and the development of businesses aimed at revitalizing the local economy by planning and implementing trial initiatives. Furthermore, the joint research will involve the participation of collaborators necessary to achieve the objectives, such as the Public-Private Partnership Research Institute, which has extensive knowledge of urban development through public-private partnerships, and will establish an implementation system to enhance the results of the project.

Morioka City has been working to create an environment in which payment data and data on people flow in the city center can be accumulated in order to achieve a V-shaped recovery of the city's economy in the post-COVID era. Through this collaboration agreement, we will receive external knowledge and know-how, and in addition to the data we have accumulated, we will delve deeper into the needs of citizens, shopping districts, and businesses to gain a three-dimensional understanding of the local economy. We will also develop measures to utilize "MORIO Pay" and the people flow and traffic analysis system, and support improving the convenience of citizens' lives, revitalizing shopping districts, and strengthening the management capabilities of local companies, in order to strive to realize "Morioka, a city where people, towns, and the future shine, and connected to the world."

Through this joint research, Morioka City Development and Morioka Value City will conduct trial initiatives in a large-scale "MORIO Pay" campaign scheduled for December 2023. They will also hold study sessions based on the results of the research, with the aim of cultivating data utilization skills among small and medium-sized enterprises that support Morioka's local economy, and strengthening the management capabilities of merchants in Morioka.
