—Creating a new flow of people in a town that lives in harmony with the river—
Culture Convenience Club Co., Ltd. (Headquarters: Yokohama City, Kanagawa Prefecture; President and CEO: Takanori Takahashi; hereinafter referred to as "CCC") has signed an agreement with Shimanto City, Kochi Prefecture (Mayor: Genichiro Yamashita) on Wednesday, May 27, 2026, to promote sustainable urban development through public-private partnerships that utilize local resources.
Background of the Agreement
This agreement aims to create exchange hubs that connect people from both within and outside the region, and to foster a network of people connected to the area, in order to realize Shimanto City's vision for the future: "Shimanto City, a city where tradition thrives, people connect, and the future is built together." This will be achieved by utilizing CCC's expertise in lifestyle proposals, spatial design, community building, and regional development.
Shimanto City was formed in 2005 through the merger of the former Nakamura City and the former Nishitosa Village. Located in western Kochi Prefecture, the city is a place where the Shimanto River, often called Japan's last pristine river, flows through it, making it a "city that lives in harmony with the river.""Submersible bridges" that are submerged when the water level rises, the abundant bounty of the river such as sweetfish and eels, and the traditional river fishing culture are still alive and well in people's lives. Furthermore, the area boasts diverse regional resources, including the townscape and shopping street culture of the Nakamura region, known as "Little Kyoto of Tosa," and the rich natural environment of the Nishitosa region.
CCC's Regional Co-creation Initiatives
To date, CCC has worked in collaboration with local governments on community development and revitalization projects in various locations across Japan, including Nagano Prefecture, Yoichi Town in Hokkaido, and Shunan City in Yamaguchi Prefecture. Through "editing new value into the daily lives of local communities," CCC is creating spaces where people can gather, interact, and foster connections with their communities.
In Shimanto City, we will work together with local residents to promote initiatives that will revitalize local commerce, create more visitors and people with connections to the area, and foster community building, while making the most of the region's unique natural environment, culture, history, food, and lifestyle.
Regarding cooperation with existing agreements
This agreement is linked to the "Agreement on Cooperation and Collaboration Regarding the Utilization of Underutilized Facilities and the Promotion of the City" concluded on April 2, 2025 (Wednesday) between Shimanto City, Culture Experience Inc. (a CCC Group company), and Kochi Tsutaya Bookstore Co., Ltd.
In addition to the initiatives we have been pursuing so far, such as utilizing underutilized facilities and promoting the region, the participation of CCC will allow us to expand our efforts from collaborations starting with individual facilities to broader community development that looks ahead to fostering interaction and creating a network of people connected to the entire region.
Main areas of cooperation under the agreement
- Development of a base for the preservation and utilization of local resources and the realization of industries and lifestyles that integrate digital technology.
• Planning and implementing events and other activities to promote exchanges within and outside the region and to create a network of people connected to the region.
・ Revitalizing local industries
Other initiatives that contribute to regional revitalization
Comment from the Representative Partner
Shimanto City Mayor, Genichiro Yamashita
CCC's motto is "A company that creates cultural infrastructure."We expect that their mission, as well as the knowledge and expertise in creating customer experiences cultivated through TSUTAYA, Tsutaya Bookstore, and public works projects, will be of great help in the urban development that Shimanto City aims to achieve.
Amidst the nationwide challenge of population decline, we aim to work together with the public and private sectors to create a brighter future for Shimanto City by promoting various initiatives such as generating sustainable relationships and human traffic, revitalizing the local economy, and maintaining and growing industries.
Takumi Watanabe, Head of Regional Revitalization Business Development, CCC
CCC and TSUTAYA have grown thanks to the support of our local customers. In this initiative with Shimanto City, we don't want CCC to take the lead; rather, we want to work hand in hand with the local community and bring to fruition, one step at a time, what we can accomplish together.
We will not let today's agreement signing end as a mere event, but will instead build upon it with concrete actions, working with a sense of urgency so that each one contributes to the future of Shimanto City.
