Culture Convenience Club Co., Ltd. (Headquarters: Yokohama City, Kanagawa Prefecture; President and CEO: Yasunori Takahashi; hereinafter "CCC") and streams Inc. (Headquarters: Chuo-ku, Tokyo; Representative Director: Takashi Okamoto; hereinafter "streams") have today signed a basic agreement on a business alliance aimed at creating sustainable urban development projects and solving regional issues in local governments nationwide.

Background and purpose of the partnership

Currently, many local governments in Japan are facing structural challenges such as population decline and the need for reorganization and consolidation of public facilities. On the other hand, a lack of "human resources," "experience," and "financial resources" to address these challenges is a major obstacle. In response to these social challenges, there is a growing importance for collaborative support that goes beyond traditional consulting methods, working closely with local governments and providing consistent support from policy planning to implementation and operation.

In this initiative, CCC, with its nationwide track record in operating public facilities and strong regional network, and streams, with its advanced policy recommendation and utilization support functions and extensive experience in solving social issues in local communities, will combine their respective strengths and resources to address the various challenges faced by local governments and aim to realize sustainable local communities.

Main contents of the basic agreement

Based on this initiative, both companies will jointly promote the following business measures.

(1) Enhancing the value of existing public facilities and revitalizing the local economy
CCC will develop a system that makes it easier for local governments operating public facilities to promote their projects, by utilizing national policies. This will enable us to realize sustainable and high-value-added public services, as well as create new local businesses in collaboration with local private businesses.

(2) Comprehensive support from concept formulation to project implementation
We provide local governments newly promoting urban development with expertise on policy utilization, and offer comprehensive support from the upstream processes such as formulating basic plans to the implementation phase, including facility management. This will contribute to improving the feasibility and effectiveness of local government policies.

(3) Policy recommendations and creation of model projects for new public facilities policies
In order to pursue sustainable forms of public facilities in an era of population decline, we will implement policy recommendations utilizing the expertise and public-private networks of both companies. Furthermore, we will promote value creation in next-generation public facilities through the creation and development of new model projects in collaboration with the public and private sectors.

(4) Sustainable development through the establishment of community-led "town development companies"
In municipalities with which we have close ties, we will support the establishment of "community development companies" in collaboration with local businesses and diverse stakeholders. We will build a business foundation rooted in the local community from a medium- to long-term perspective and promote the formation of a self-reliant and sustainable regional economic cycle.

CCC and streams will strengthen their on-the-ground, collaborative support as partners with local governments in solving regional issues. In addition to supporting local governments, we will also work to support private businesses that underpin the regional economy, contributing to the sustainable development of regional economies and societies through the combined efforts of the public and private sectors.
